Sportsman I

For STOCK ski boats and pleasure boats.
No race modifications, mufflers are optional
No performance/race, tunnel hulls or runner bottoms.
Pump gas only. No racing gas or additives.
No Classification Points scored. Boats are placed in this class by discretion of the Tech Inspector. All decisions are final.

Sportsman II

No turbos/superchargers, alcohol/nitro, or N2O
No Classification Points scored. Boats are placed in this class by discretion of the Tech Inspector. All decisions are final.

Modified Stock

Two seats or a bench seat required.
No roller tappet cams.
No aluminum cylinder heads.
Stock Stroke crankshaft required.
475 cubic inch limit.

Super Stock

490 cubic inch limit.

Competition Eliminator

515 cubic inch limit - Flatbottoms and Jets

Unlimited Inboard

Hydros limited to 490 cubic inches.

All Classes

Any boat over the cubic inch limit in its class goes up to the next class regardless of the cubic inch limit in that class.

Notes

1. If a boat points-out in Top Eliminator, and if in the opinion of the tech inspector it should run Top Gun, Exhibition Only the Race Committee will make the final decision as to which class the boat will run.

2. Our objective is to have all competitors in a class as evenly matched as possible. If a boat=s total points clearly positions it in the wrong class, the Tech Inspector is allowed discretionary points that can be added or subtracted from a boat=s score.

3. Boats in classes with cubic inch limits are subject to a cubic inch pump check at the discretion of the Tech Inspector. Refusal to be checked will result in disqualification from the race.

Nitrous Oxide

All boats equipped with Nitrous Oxide will be pointed, at registration, as running with Nitrous. Drivers wanting to run multiple classes can only move up to a higher class. Boats equipped with Nitrous and requesting to register in a lower class must have the Nitrous system disabled, capped-off, and the bottle removed from the boat. Boats must either run with or without nitrous, and cannot mix nitrous and non-nitrous classes during a race, even if running two classes. (Outboard classes excluded from this rule)

Outboard Boats

1. General

All entries are restricted to single engine, fiberglass (see note 1) boats having a minimum centerline length of 16 feet (see note 2). All boats and engines must have been offered for sale to the general public at some point in time.

2. Racing Classes

There are two (2) DVBRC Sportsman classes, SPORT RACER, and STOCK. There are four (4) DVBRC professional classes, UNLIMITED, PRO, MODIFIED, and RIVER RACER. Specific rules govern each class. PRO, MODIFIED, RIVER RACER and STOCK also have specific weight tables which show minimum weight of a boat as related to engine size. "Weight" refers to the total weight of the hull, motor, driver, equipment and safety gear. Refer to "Section 12. General Rules" for additional details.

For boats with stock motors, the minimum required weight is largely determined by the propshaft horsepower of its motor. Motor size (cubic inches) is the primary factor used to determine the minimum weight for boats with modified motors. Gear case type, carburetors, fuel injection or other specific apparatus can also influence the minimum required weight of an entry. All entries MUST maintain their minimum required weight at ALL times during a race.

NOTE: IF THE SCALE(S) OR LIFTING EQUIPMENT ARE NOT AVAILABLE AT A GIVEN RACE, THE 1994 DVBRC OUTBOARD RULES WILL BE USED AS A CONTINGENCY.

3. Unlimited Class Rules

1. Any hull type including hydroplane is allowed

2. Any outboard motor, with a maximum of 8 cylinders (including factory race motors) is allowed.

3. Any fuel and/or fuel additive is allowed.

4. Any lower unit including a speedmaster is allowed.

5. Any gear ratio is allowed.

6. Complete engine cowl is not required, however, the flywheel must be covered.

7. Nitrous Oxide injection is allowed including on hydros.

8. Turbo or supercharging is allowed including on hydros.

9. Safety capsules are recommended on all unlimiteds.

10. Outboard rudders are recommended on hydros.

11. Outboard rudders are required on hydros with a speedmaster gearcase.

12. Kill switch is required on electric fuel pump(s).

13. 1250 pound minimum weight for all entries using nitrous, blower or turbo.

14. 1050 pound minimum weight for entries without nitrous, blower or turbo.

4. Pro Class Rules

1. Restricted to "V" bottom, tunnel and modified tunnel bottom hulls.

2. Any fuel and/or fuel additive is allowed.

3. Nitrous oxide is not allowed.

4. Any lower unit except a speedmaster is allowed.

5. An engine cowl (modified or stock) covering the flywheel is required.

6. Refer to the Pro Class weight table on page 20 to determine the exact racing weight for boats with various size engines.

7. Kill switch is required on electric fuel pump(s).

8. No multi-speed shifting midsections or multi-speed shifting lower units.

9. Minimum recommended boat length 17' 6".

5. Modified Class Rules

1. Restricted to "V" bottom, Tunnel, and modified Tunnel hulls.

2. Fuel is limited to gasoline with Two-Cycle outboard oil only. Two-Cycle oils containing oxidizers
or fuel additives of any kind are not allowed.

3. Nitrous Oxide is not allowed.

4. Any lower unit except a speedmaster is allowed.

Must have F-N-R shiftable from driver's seat.

5. Small diameter lower units (other than

speedmasters) can be used but are assessed a 50 pound weight penalty (note: when a small diameter lower unit is standard on a particular motor, there is no penalty)

6. An engine cowl (modified or stock) covering the flywheel is required.

7. Refer to the Modified Class weight table on page 20 to determine the exact racing weight for boats with various size engines.

8. Kill switch is required on electric fuel pump(s).

9. No multi-speed shifting midsections or multi-speed shifting lower units.

10. Only OEM factory produced components are allowed except as noted. Modifications to factory components are allowed unless specifically excluded or limited.

11. Aftermarket TPI, fuel regulator, fuel pump, spark plugs, stator, trigger and switchboxes are OK.

12. Engine porting modifications are OK.

13. No stroker crankshafts. Crankshafts can be balanced but not lightened.

14. No Mercury/Mariner Z-Ports or 2.5 Bridgeports.

15. OEM or equivalent after market pistons only. Pistons may be modified.

16. OEM connecting rods only. Rods may be modified.

17. For EFI motors, the ECU, fuel rail, and injectors must be OEM.

18. No remote fuel curve altering devices either electrical and/or mechanical including vacuum pumps, potentiometers, fuel bypass solenoids etc.

19. Multiple fuel pump setups must not be sequentially wired or activated.

20. Center Air Inlet Merc HP EFI up to 3.625"

maximum diameter bore OK. No welding, grinding or fabrication on plenum permitted.

21. AMS/SVS/MAD EFI induction systems or mechanical fuel injection or Center Air Inlet Merc HP

EFI with greater than 3.625" bore allowed with 50 pound weight penalty.

22. All Carbureted entries must use outboard motor carburetors only.

23. Flywheels can be balanced and lightened (must retain OEM magnets).

24. No mechanical or electrical timing or spark advance modules allowed.

25. No fuel pressure regulators outside of engine cowl on EFI motors.

26. 15" Short Shafts are OK but no F1/Champ 12" driveshaft housings

27. No hydraulic up/down midsections. Hydraulic jack plates are OK.

28. Any CC OEM single plug cylinder heads on Mercury/Mariner OK

29. Aftermarket single plug heads OK on OMC, Yamaha and Suzuki OK.

30. Aftermarket ignition and flywheels on OMC, Yamaha and Suzuki OK. Flywheels must retain OEM magnets.

31. No cool cans allowed.

32. Reed cages must be OEM, modifications are allowed. Any reeds OK.

33. Exhaust plate must be OEM, modifications are OK.

34. Aftermarket bolt-on exhaust diffusers (tuners) are OK.

35. Minimum recommended boat length 17' 6".

6. River Racer Class Rules

1. Restricted to "V" bottom, tunnel and modified tunnel bottom hulls.

2. Fuel is limited to gasoline with Two-Cycle outboard oil only. Two-Cycle oils containing oxidizers

or fuel additives of any kind are not allowed.

3. Nitrous oxide is not allowed.

4. Must use stock size lower unit with standard gear ratio. Must have F-N-R shiftable from driver's seat.

5. No small diameter lower units allowed except where standard on motor.

6. Nose cones with or without low water intakes allowed.

7. Complete stock or lightweight engine cowl is required

8. Refer to the river Racer Class weight table on page 21 to determine the exact racing weight for boats with various stock or modified engines.

9. Kill switch is required on electric fuel pump(s).

10. No multi-speed shifting midsections or multi-speed shifting lower units.

11. No "Drag" or "S3000" power heads or motors.

12. Only OEM factory produced components are allowed except as noted. Modifications to factory components are allowed unless specifically excluded or limited.

13. Aftermarket TPI, fuel regulator, fuel pump, spark plugs, stator, trigger, and switchboxes are OK.

14. Engine porting and modifications are OK.

15. No stroker crankshafts. Crankshafts can be balanced but not lightened.

16. No Mercury/Mariner Z-Ports or 2.5 Bridgeports.

17. OEM or equivalent aftermarket pistons only.

Pistons may be modified.

18. OEM connecting rods only. Rods may be modified.

19. For EFI motors, the ECU, fuel rail and injectors must be OEM.

20. NO remote fuel curve altering devices either electrical and/or mechanical including vacuum pumps, potentiometers, fuel bypass solenoids etc.

21. Multiple fuel pump setups must not be sequentially wired or activated.

22. Center Air Inlet Merc HP EFI is allowed a 3.375" maximum diameter bore. No welding, grinding or fabrication on plenum permitted.

23. No AMS/SVS/MAD EFI style induction systems or mechanical fuel injection units permitted.

24. All carbureted entries must use OEM outboard motor carburetors only.

25. Flywheels can be balanced but not lightened (must retain OEM magnets).

26. No mechanical or electrical timing or spark advance modules allowed.

27. No fuel pressure regulators outside of engine cowl on EFI motors.

7. Stock Class Rules

1. This class is intended for Hi Performance Ski, Fish, and/or Pleasure boats. To be legal in this class, the manufacturer must have offered the specific model with an interior originally configured for seating at least three people. The original interior may be removed during competition.

2. Boat models designed and sold exclusively as single seat race boats will not be allowed in this class.

3. Only stock outboards up to 225 HP are legal. OMC cross flow 235 HP motors will be allowed.

4. All outboard motors in this class must be legal stock motors as described in Section 8 of these rules.

5. Electronic Fuel Injection, Direct Fuel Injection, (OptiMax, Ficht, HPDI, etc.) Or carbureted stock motors are all legal.

6. No Mercury Performance Product Motors or Mercury Racing motors are allowed except Mercury ProMax 225, ProMax 200 and ProMax 150. The ProMax 225X is not allowed.

7. 15" midsections are allowed in this class.

8. No motors with 12" midsections are allowed in this class.

9. All boats must meet the required minimum weight, as shown in the Stock Class Weight Table at the end of this chapter, with empty fuel tanks.

10. Ballast (sand or shot bags) may be used to make minimum weight. All ballast must be added in a safe mannerand may be distributed in a maximum of three places in the boat.

11. All boats must use pump gasoline with Two-Cycle outboard oil only. Racing gas, Two-Cycle oils containing oxidizers of fuel additives of any kind are strictly not allowed. Fuel will be tested. Stay away from pump gasoline with high alcohol content as it will fail the fuel test.

8. Sport Racer Class Rules

1. SPORT RACER is a class where a wide variety of boats that do not fit any of the other DVBRC outboard classes can get together and race.

2. The Tech Inspector (s) will determine eligibility for this class.

3. If necessary, the boats will be weighed and required to meet a specific minimum weight. The reason this is done is to equalize the competition and give every entry an equal chance to win.

4. Ballast (sand or shot bags) may be used to make minumum weight. All ballast must be added in a safe manner and may be distributed in a maximum of three places in the boat. Specific entries may be required to have approved weight boxes.

5. Only V bottom, tunnel, or modified tunnel hulls will be allowed.

6. Fuel is limited to pump gasoline with Two-Cycle outboard oil only. Racing gas, Two-Cycle oils containing oxidizers, or fuel additives of any kind are strictly not allowed. Fuel will be tested. Stay away from pump gasoline with high alcohol content, as it will fail the fuel test.

7. Safety equipment, as defined in this rulebook will be required.

9. Definition of A Stock Motor

The following modifications are allowed on a "Stock" motor:

1. Adding air inlets to the stock engine cowl or using a lightweight cowl.

2. Modification or removal of air box or the addition of velocity stacks.

3. Solid engine mounts and/or OEM one-piece exhaust plate.

4. Exhaust relief holes in lower unit or drive shaft housing.

5. Nose cone with or without low water pickups.

6. Electric fuel pump(s).

7. Plastic reeds.

8. All other safety enhancements not affecting horsepower.

The following modifications are not allowed on a "Stock" motor:

1. Aluminum flex flywheel.

2. Cylinder porting or polishing.

3. High compression cylinder heads.

4. Cylinder head modifications or swaps and/or dual spark plug conversions.

5. Carburetor, intake manifold, reed cage or crankcase modifications or swaps.

6. Piston modifications.

7. Balancing or lightening of rotating assembly.

8. Exhaust plate modifications or dry stacking

9. Exhaust diffuser or megaphone modifications, changes or substitutions

10. No welding, grinding, fabrication, sanding, or polishing of any component unless specific class rules override.

11. Internally modified lower unit.

10. Factory Modified Motors

Some outboard motors are automatically classified as "modified". All Mercury/Mariner Performance Products engines or Mercury Racing engines, except the Pro-Max series, are automatically considered modified regardless of what modifications were or were not done after they left the factory.

Mandatory

1. Shifting type propellers are prohibited in all classes.

2. Dual cable, HP hydraulic or racing pulley and cable steering.

3. Flywheel must be completely enclosed by the engine cowl and/or a separate flywheel cover as defined in the individual class requirements.

4. Neat, clean and safe installation of all equipment and accessories.

Recommended:

1. Flotation of some type

2. 25' minimum tow line connected to the bow eye and duct taped to deck.

12. Notes

1. Fiberglass is used in the generic sense to represent fiber glass reinforced plastic laminated construction. Boats reinforced with Kevlar7 or Carbon Fiber or other exotic materials are also included in this category. At the discretion of the Tech Inspector(s), hand made, custom designed and/or wooden boats will be allowed to race in any of the outboard classes except Pure Stock.

2. Centerline length does not include bolt on set backs or jack plates. The Tech Inspector(s) may allow boats under 16 feet to compete providing the owner/driver can demonstrate safe handling characteristics.

3. Modified OMC Cross Flow motors utilizing the factory original vertical reed crankcase and 8 port reed cages will run at the minimum weight shown in the PRO, MODIFIED and RIVER RACER weight tables. CCC or other horizontal crankcase cross flow motors will be penalized an additional 50 pounds.

4. Modified Mercury 2.0 or 2.4 motors that retain the original concept of exposed center transfer and finger ports will run at the minimum weight shown in the PRO, MODIFIED and RIVER RACER weight tables. Mercury 2.0 or 2.4 motors that use additional behind the liner transfers and/or boost tube transfers will be penalized an additional 50 pounds.

13. General Rules

1. All entries MUST weigh in with COMPLETELY EMPTY fuel tank(s).

2. All racers should provide their own lifting harness. The harness should be constructed to provide a three or four point attachment to the hull and terminate in a single, steel lifting ring or shackle. The ring or shackle shall be between six and seven feet off the ground when all slack is taken out of the "straps". The horizontal position of the ring shall be at the approximate balance point of the boat.

3. Adding ballast or weight to a boat is acceptable in order to meet a class minimum. The weight must be placed in a sealed weight box, which is securely bolted or glassed into the hull. If necessary, three (3) weight boxes will be permitted. The location of the weight boxes, in the hull, is left up to the discretion of the racer, however, the location must allow easy inspection and tagging by the Tech Inspector(s). The preferred weights are sand bags or shot bags. Other weights will be acceptable providing they are judged to be safe (i.e. no sharp edges.)

4. The weight box shall be fabricated from aluminum,

plywood or other suitable materials and have a tight fitting lid which, when closed, is approximately flush with the four (4) sides. The lid must close securely with either bolts or screws. If the box is made from wood, it

must be sanded smooth and painted or resin coated to allow the Tech Inspector's seals to stick.

5. The weight boxes (maximum of three) are the only place in the boat that ballast weights will be allowed. The weight must be added to the boat prior to going on the scales. The Tech Inspector(s) will seal the weight box to ensure the weight remains in place for the duration of the event.

6. Unless authorized and supervised by a club official, any Tech Inspector seal which is tampered with or

removed before the completion of the event will cause immediate disqualification.

9. Fuel tests may be randomly conducted at any DVBRC event. Fuel samples may be checked during tech inspection, after the final round of a class, or on a spot check basis as a determined by the Tech Inspector(s).

Weight Tables

(Note: Stroker cranks are not legal in Modified and River Racer Classes.)

Use the WEIGHT TABLES below by first looking up the actual as-manufactured motor cubic inches.

1. MODIFIED MOTORS" are allowed 0.030 of an inch overbore without a weight penalty.

2. MODIFIED MOTORS" will have an _Actual Baseline Displacement_ (_ABD_) calculated by assuming a 0.030 of an inch overbore and a standard stroke.

3. MODIFIED MOTORS" which have been enlarged by boring or stroking beyond the _ABD_, are then penalized 5 pounds per cubic inch, or part thereof, over the_ABD_.

The following notes apply to Pro, Modified, and River Racer weight tables:

Protest Rule

The winner of the race can be protested by any paid entry competing in the same class.

Procedure

1. You must win the race to be protested.

2. Tear-down for violation of any class rule is OK.

2. $225.00 cash must be given to a club official to validate the protest.

3. If found legal, the protest money goes to the winner.

4. If a protest inspection is refused, the boat is disqualified as being illegal.

5. If found illegal (by inspection or refusal for inspection), the protestor gets his or her money back and the illegal boat loses prize money, trophy, all points and entry fees for that race. The runner-up boat is declared the winner and receives first place money, trophy, and points. The semifinal round loser (to the illegal entry) earns the second place money, trophy, and points.

NOTE: Any boat or driver found illegal through a protest will not be eligible for any High Points award for that year.

Also, the cubic inch limits stated in this rule book are the absolute limits!

Safety Requirements

All safety requirements are effective the entire time the boat is moving under its own power. This includes traveling between the boat ramp and the pits! Absolutely no passengers in race boats at any time.

Required in all Classes

A helmet with shoulder restraint. Sportsman classes may use a chin strap, but shoulder restraint is recommended.

Lifeline or other approved Racing Jacket, except Sportsman classes may use a USCG approved ski vest. A ski jacket or vest is not an approved Racing Jacket!

A foot throttle with engine mounted throttle return spring.

Engine Kill Switch - will be checked at Tech Inspection with engine running. It is also required that it kills the fuel pump(s).

Top Gun

All professional rules apply for Top Gun. Capsule boats must provide their own recovery system to the approval of the DVBRC Tech Inspector.

Alcohol and Controlled Substance Use

1. Use of controlled substances is not permitted at any time at DVBRC functions and events.

2. Use of alcohol by drivers, crew, or participants is not permitted before or during any DVBRC race. Violations will result in immediate disqualification.

High Points Rules

Championship Points are Awarded in All Classes

Normal Race Procedures

1. 50 points to show-up. Boat must be registered, pass tech inspection, and pay entry fee to receive points.

2. 30 points for first round win. A bye run counts as a win.

Note: Round points awarded for First round only

3. 25 points for first round loss.

4. 20 points for each class winner (bonus points in addition to round win points).

5. 10 points to second place (bonus points in addition to round win points)

6. To receive round points, boat must cross finish line within one minute of start of the race.

7. Move-up: There must be one legal boat in the class to move up into the class.

Note: Points will go to the legal owner of the boat.

8. Ladder: picked from lottery - 1st round posted in ops area.

9. Bye run: driver can option not to run a bye run but must forfeit round points for First Round. Driver still advances to next round. Race officials have the option to waive a bye run, round points will be awarded in that case. (Continued Next Page)

10. Break Boat Rule applies to Final Round only. Applies only to semi-final loser to broken boat, who takes its place to race for prizes only, not points. A boat is considered broke if it cannot make the call to the holding line.

11. High Points candidates must attend at least 50% of scheduled races to be eligible for High Points Championship.

12. If during the race season a boat is sold to a new owner, points will not be transferred to the new owner. Owner may replace a boat and still keep existing points in the same class.

13. In the case of a 1-boat final round, the boat must cross the finish line to receive prizes and points for that round.

14. If only 1 boat is legally registered in a class, show-up points will be awarded and the boat will be moved up to the next class. Any points won will be applied to the class originally registered.

15. There must be 2 boats to form a class. At least 1 must be legal to the class.

16. Sportsman and StockOutboard cannot run multiple classes.

17. No driver can run more than 2 classes.

18. Second Chance program will be run if time permits. Multiple classes will be allowed depending on the volume of race entrants, therefore, drivers must pick a primary class for their championship points.

Cancellation Procedures

In the event of a race cancellation for any reason on race day, all registered boats will receive Show-up points.

Tie Breaker

1. Head-to-head competition, the most wins

2. Most winning First Rrounds

Purse Pay-Out: Pro Classes only

1. 1 boat in the field: No payout.

2. 2 boats in the field: First Place pays 70% of purse, Second place pays zero %.

3. 3 boats or more in the field: First place pays 70% and Second place 30% of purse.

4. To receive payout, (final round, 2-boat class) 1st place boat must cross finish line under its own power, second place boat must cross starting line under its own power.

Race Procedures and Driver's Meeting

General Procedures

1. The following classes may run round-robin (winners go directly to holding line) and therefore must carry enough fuel:

Inboard classes Super Stock, and below.

All Outboard classes.

2. It is the driver's responsibility to be ready when called to the holding line. Race officials are not obligated to hold up the race for drivers whocannot make the call.

Starting Procedure

In the absence of timing equipment, the following procedure will apply:

1. ALL BOATS:

When the lights change from red to solid yellow, boats may come on plane and approach the first pairing bouy. As they get close to the first buoy, the yellow light will begin blinking and boats must return to an idle and pair up with their competition.

2 A. INBOARDS:

The lights will go solid yellow, and both boats will come up on plane and pair-up to the next bouy, about 75 feet away.

Use only enough speed to keep the boat on plane and paired-up with your competition.

2 B. OUTBOARDS:

The lights will go solid yellow, and both boats will continue to idle and pair-up to the next bouy, about 75 feet away.

3. ALL BOATS:

Remain paired-up, and between the second buoy and the Starting Barge you will be given a green light to GO.

Note:

If you do not see the green light, slow to idle speed and approach the starting platform for instructions. If any driver starts running the course on a yellow light, it will be considered a disqualification, the same as running a red light, even if the other driver continues to run the course. A flashing yellow light indicates you are approaching too fast and should slow down. If you are turned around for approaching too fast, you will be disqualified on the second infraction. A start may be protested. The protest must be made in an orderly fashion to a race official in the shutdown area before returning to the ramp or pits. The protest will be reviewed by the Race Officials, who may decide to rerun the round. All decisions are final. By entering the race, you have agreed to cooperate with this procedure, same as all other rules and procedures defined by the club.

It is the driver's responsibility to line up with his or her competition. If you see an unsafe condition during the approach, such as debris in the water, raise your hand and stop at the starting platform to explain the unsafe condition.

Driver's Meeting Before Each Race.

It is mandatory that all drivers attend the Driver's Meeting before the start of each race. Absence will result in disqualification. Attendance will be taken at the Driver's Meeting! Additional instructions or changes to these procedures will be discussed.

 

What's new for 2003:

This is intended to be an overview of the rule changes for 2003. Always read your rule book carefully.

Inboards:

1. Whirl-a-ways for v-drives, and ratchets or pop-offs for jets, are required in Super Stock and up for 2003.

2. Ballistic Shorts are highly recommended in Super Stock and up. May be required in 2004.

3. Engine mounted throttle return spring required.

Outboards:

1. Addition of a new provisional class called SPORT RACER. Two or more boats will be required to run the class. This will be a Sportsman class, and entries will run for trophies only. There will be no prize money or High Points Championship awards. The trophies may not be available for presentation during the Post Race Ceremony, but will be forwarded to the winners at a later date. Any boat entered and raced in a provisional class will be restricted to that class only for the druration of the race event. Refer to Chapter 2, paragraph 8 for class rules.

2. Ballistic Shorts are highly recommended in Pro and up. May be required in 2004.

All Boats:

Some clarifications, but no major changes, have been made to Chapter 5, High Points Rules. Everyone should read the requirements carefully to ensure they receive their points and prizes.
